XRP Price Outlook Turns Bullish as ETF Inflows Rise Before CLARITY Vote

XRP price recovered toward $1.45 on Sept. 15 as traders prepared for a key U.S. Senate vote on the CLARITY Act. The token rebounded from support around $1.30–$1.35 after several volatile sessions.

U.S. spot XRP exchange-traded funds also maintained positive flows. The funds attracted nearly $19 million last week despite broader weakness across several crypto investment products.

The immediate XRP price outlook now centers on $1.50 resistance. A sustained breakout could bring $1.60 and $1.80 into focus before the more ambitious $2.10 target.

What’s Next as XRP Price Tests $1.45

XRP price has recovered from the $1.30 area and is testing the $1.47 region after rallying over 8% in 24 hours. The four-hour chart shows a double-bottom structure after buyers defended the $1.31 to $1.35 demand zone. XRP crypto has also moved above the pattern’s neckline near $1.37.

XRP price analysts are now watching $1.50 and $1.60 if momentum continues. The Money Flow Index near 63 shows buying pressure exceeds selling pressure on the four-hour chart. However, a move below $1.32 would weaken the structure and return attention to $1.30.

ETF Inflows Support XRP Price Outlook

U.S. spot XRP ETFs recorded about $18.98 million in inflows during the week from September 7 to September 11. Separate figures also showed roughly $19 million entering the funds between September 8 and September 10. Over part of that period, Bitcoin and Ethereum funds recorded combined outflows, giving XRP a stronger relative flow profile.

Recent industry data place cumulative XRP ETF inflows near $1.7 billion. The inflows support the XRP price outlook before the CLARITY vote. XRP has also gained more than 30% against Ethereum over the past month, while the XRP/ETH ratio has moved higher from August levels.

Analysts noted that XRP price is testing the upper boundary of a descending consolidation after holding support near $1.32. XRP crypto also trades above the 200-day EMA at roughly $1.36, supporting the current bullish structure.

A confirmed breakout from the falling trendline could open a move toward the $1.80 target shown on the chart. Stronger momentum could extend the rally toward $2.10. Meanwhile, the RSI near 57 signals positive momentum without entering overbought territory.

CLARITY Vote Becomes the Next Catalyst

The U.S. Senate plans to hold a procedural vote on the CLARITY Act on September 15. Senators will vote on cloture for the motion to proceed to H.R. 3633, rather than final passage. The procedural step needs 60 votes before lawmakers can move the bill toward floor consideration.

Republicans control 53 Senate seats, so the measure still needs Democratic support. Lawmakers released revised text before the vote with changes covering ethics rules, DeFi oversight, and other digital asset provisions. Prediction markets have shown higher approval odds than earlier in September, adding short-term interest around XRP.

The regulatory debate matters to the XRP price outlook since the bill seeks clearer federal boundaries for digital asset oversight. However, a successful September 15 vote would only advance the legislative process.
