Dubai’s Virtual Assets Regulatory Authority (VARA) conducted enforcement actions against 7 entities for flouting regulations.
VARA’s Stern Warning
The Dubai regulator’s announcement read: “…VARA has issued cease-and-desist orders, along with accompanying fines, to 7 entities for operating without the required licenses and for breaching marketing regulations.”
The ‘entities’ are unnamed. VARA is investigating the case along with local authorities.
“… this public warning is VARA’s market notice to all to avoid engaging with any unlicensed firms,” the regulator added.
Dubai is a hub for cryptocurrency and blockchain innovation. Several mega conferences have called this city home. VARA emphasized that this enforcement action should be read as a warning.
Dubai is known for being friendly and encouraging to the crypto industry. This enforcement action comes as a surprise. The city is a contender for the world’s crypto hub position.
The city is comparable to cities like Singapore and Hong Kong in terms of its attitude toward crypto, blockchain, and web3 startups. However, regarding regulatory clarity, one can also compare Dubai, Singapore, and Hong Kong.
Regulators in these 3 cities have evolved to deal with crypto and digital assets faster than most other regions.
Dubai’s Push to Become a Crypto Hub
Per the 2023 Crypto Oasis report, over 1800 crypto organizations employ around 8500 people in the Middle East and North Africa (MENA) region. Regulatory clarity and incentivizing innovation and creation are the pillars of the Emirate’s push to become a global crypto hub.
VARA was established in 2022, the first of its kind – an independent digital assets regulator. It’s independent, so transparency is ensured. What truly highlights Dubai’s ambition is that its focus isn’t just to attract entrepreneurs and coders. The Emirate wants to set the benchmark for regulating crypto.
A slew of conferences and meet-ups are lined up in Dubai in the coming months and 2025. Some significant upcoming events include the Future Blockchain Summit (Oct 13-16) and the next edition of TOKEN2049 (April 30-May 1st).
OKX is the Latest Receiver of VARA’s VASP License
The Virtual Asset Service Provider (VASP) license is mandatory to conduct virtual asset activity in Dubai.
To date, VARA has issued licenses to 22 VASPs. The last VASP to receive the license to operate in Dubai is the OKX exchange (it received its license on September 17th, 2024).
Binance received its license on April 17th. Many organizations are in line for approval. The list includes Bybit (exchange services), WPME Technology LLC (WadzPay) (broker-dealer services), and Deribit (Exchange services (including VA Derivatives Trading)).
Bybit set up its international headquarters in 2022; it received a provisional (Non-operational) approval from VARA in August 2024. Meanwhile, Deribit, a significant crypto derivatives trading platform, received a conditional license in March this year.
