New Hampshire Approves America’s First Bitcoin-Backed Municipal Bond

The state of New Hampshire has approved the first Bitcoin-backed municipal bond in the United States. This is a major milestone in crypto adoption that could unlock the use of Bitcoin (BTC) as collateral in the massive global debt and municipal bond market.

It also allows BTC to play a bigger role in traditional finance (TradFi).

New Hampshire Launches $100M Bitcoin-Backed Municipal Bond

New Hampshire has become the first U.S. state to approve and launch a Bitcoin-backed municipal bond officially.

This news spread within the crypto community today, November 19, 2025. According to the details, the state’s Business Finance Authority (BFA) gave the green light, approving a $100 million Bitcoin-backed conduit bond.

The deal allows corporate borrowers to use over-collateralized Bitcoin without exposing taxpayers to repayment risk.

The bond structure developed by Wave Digital Assets and Rosemawr Management is designed to link crypto collateral with traditional fixed-income rules.

Under this structure, Bitcoin will be held by a private custodian, with BitGo as the firm handling the collateral.

The setup is similar to a typical corporate borrowing standard, with the addition of liquidation levels to protect investors.

Borrowers post over-collateralized Bitcoin, about 160% of the bond’s value as security, held securely by custodian BitGo.

If the price of BTC drops below 130% of the bond value, the collateral gets liquidated automatically to protect investors.

The BFA oversees the process but assumes no repayment risk. It is not backed by taxpayers or state funds.

Any fees or gains from the Bitcoin collateral flow into the state’s Bitcoin Economic Development Fund to support local innovation and business growth.

Orrick, a major municipal bond firm in the United States, has supported the structure design process.

Governor Kelly Ayotte confirmed the news on X, stating, “New Hampshire is once again First in the Nation. Just signed a new law allowing our state to invest in cryptocurrency and precious metals.”

New Hampshire Pro-Bitcoin Stance

The approval and launch of the Bitcoin-backed bond builds on New Hampshire’s pro-Bitcoin stance this year.

In January, New Hampshire legislators introduced a new bill for the state treasury to invest in Bitcoin alongside traditional precious metals.

Fast-forward to May 2025, Governor Kelly Ayotte signed the “Strategic Bitcoin Reserve” bill into law, the first of its kind in the U.S.

This allows the state treasury to invest up to 5% of public funds in digital assets, but only those with a market cap over $500 billion.

The reserve is designed to treat BTC as a strategic asset, similar to how some countries hold gold reserves.

Besides New Hampshire, other U.S. states supporting the establishment of a strategic Bitcoin reserve include Arizona, Utah, and Texas.

Many experts have suggested that the Bitcoin Reserve could also provide a solution to a pressing issue for the US debt.

Implication of Municipal Bond on Bitcoin

Meanwhile, the launch of the first-ever Bitcoin-backed municipal bond in the U.S. holds benefits for BTC.

Firstly, it proves BTC can serve as high-grade collateral in public finance without derailing traditional systems.

Additionally, the global bond market exceeds $140 trillion, with the United States accounting for more than $58 trillion of that total.

The new structure provides a template for integrating Bitcoin into active financial use, rather than keeping it idle. This could accelerate BTC integration into everyday finance, potentially driving demand and price appreciation.

Furthermore, this opens the door for institutions, states, and companies to utilize Bitcoin for low-cost borrowing, without having to sell it and trigger taxes.

For New Hampshire, the move positions it as a crypto hub, think low taxes and pro-innovation policies.
