ECB Set to Launch Pontes for Tokenized Bank Settlement in Europe

The European Central Bank was set to launch Pontes on Sept. 21 in Frankfurt, extending central bank settlement into tokenized finance. The ECB scheduled a launch roundtable led by President Christine Lagarde and Executive Board member Piero Cipollone. The project links private distributed ledger platforms with the Eurosystem’s TARGET Services.

The launch matters because tokenized securities still depend on reliable cash settlement. Pontes gives eligible market participants access to central bank money while retaining links with existing payment infrastructure. It also separates wholesale tokenized settlement from the consumer-focused digital euro project.

ECB Sets Pontes Launch for Tokenized Finance

The ECB’s official weekly calendar scheduled Lagarde’s opening remarks at 17:00 in Frankfurt on Sept. 21. Cipollone was scheduled to chair a panel discussion ten minutes later. The central bank said no speech text would accompany either appearance. The latest indexed TARGET status still listed Pontes as awaiting go-live. That record supported treating earlier launch claims cautiously.

Christine Lagarde had announced the launch date three days earlier during a Eurogroup press conference in Ireland. ANSA quoted Lagarde saying Pontes would make a form of digital euro available for bank transactions. Her description referred to wholesale central bank money rather than the planned retail digital euro.

Clearstream separately said on Aug. 17 that Pontes would launch on Sept. 21. The Deutsche Börse subsidiary joined the testing program before launch. Its tests covered interoperability, connectivity and delivery-versus-payment settlement in central bank money.

The timing also followed technical preparation across the Eurosystem. ECB documents showed user testing was scheduled before the initial launch. Earlier testing focused on connectivity, settlement models and operational readiness for participating institutions.

How ECB Pontes Settlement Works

The European Central Bank described Pontes as a distributed ledger technology solution connecting market platforms with TARGET Services. Participants can settle tokenized wholesale transactions using central bank money rather than private settlement assets.

ECB Executive Board member Piero Cipollone said on Aug. 26 that final cash-leg settlement would initially occur in central bank money. Synchronization would support delivery-versus-payment transactions where both transaction legs settle together. The structure reduces principal risk when cash and tokenized assets move across separate systems.

Pontes also supports two settlement approaches during its early phase. The Eurosystem has tested cash tokens on its distributed ledger platform and direct settlement through T2. T2 is its real-time gross settlement system for central-bank-money payments.

Cipollone said initial users would pay one-off onboarding fees. He said later upgrades would extend operating hours to 22.5 hours per business day. The Eurosystem plans immediate settlement finality on its distributed ledger platform during later development.

European Central Bank Builds Toward Appia

Pontes forms the near-term part of a broader Eurosystem tokenization program. Appia covers longer-term architecture, standards, governance, collateral and cross-border connectivity for European tokenized finance.

The European Central Bank selected 61 financial-market and public-sector participants for its Appia contact group in August. The group started work in September and replaced earlier Pontes and new-technology market groups. Members will provide input on Pontes operations, risk management and later releases.

Cipollone said Appia aims to produce a blueprint for an integrated European tokenized financial system in 2028. Its findings will feed into Pontes upgrades. Operational experience from Pontes will also inform decisions about Appia’s future architecture.

Bank for International Settlements research provided broader evidence for the approach. Project Agorá demonstrated atomic cross-border settlement using tokenized central bank reserves and commercial bank deposits. The May 27 results covered multiple currencies and jurisdictions before planned real-value testing.

ECB Project Differs From Retail Digital Euro

Pontes does not represent the consumer digital euro scheduled for later testing. The retail project targets payments by individuals and businesses through payment service providers.

ECB documentation said the retail digital euro pilot would start in the second half of 2027. It will run for 12 months and involve 36 payment service providers. Selected merchants and Eurosystem staff will test a beta version in everyday payment scenarios.

The central bank said any first issuance could occur in 2029. That timeline assumes European lawmakers adopt the proposed regulation in 2026. It will decide on issuance only after legislation passes.

Pontes therefore reaches institutions before any potential retail issuance. Cipollone said the wholesale service should later reach 24/7 operation by mid-2028. The next immediate marker is the Sept. 21 Frankfurt launch event and confirmation of live Pontes operations.
