US Treasury Secretary Steps Up Calls for Clarity Act Passage

Treasury Secretary Scott Bessent renewed his push for the CLARITY Act on Sept. 9 as its next Senate test approached.

Bessent urged senators to remain at the negotiating table and support the motion to proceed when lawmakers return from the August recess.

The intervention comes as crypto groups intensify lobbying before the Sept. 15 procedural vote. Prediction markets, however, remain skeptical that the bill will become law this year.

CLARITY Act Gets Fresh Backing From Scott Bessent

Unsurprisingly, several stakeholders have echoed Bessent’s sentiment as the date for the Senate vote on the Clarity Act approaches. According to reports, the US Senate will vote on the bill on September 15.

With 60 votes required for the Clarity Act to pass, there is no certainty yet on whether there is sufficient bipartisan support. Crypto advocacy group National Cryptocurrency Association recently ran an ad in the Wall Street Journal calling on lawmakers to meet with crypto holders before voting on the bill.

According to the group, 1 in 4 Americans own crypto, and lawmakers should engage them. NCA President Stuart Alderoty, who is also Ripple’s general counsel, emphasized this point, noting that there are crypto holders across the country.

Meanwhile, one of the bill’s core supporters, Senator Cynthia Lummis, has reiterated her support for passage. According to her, the US has always been a leader in setting rules for new technologies, and the Clarity Act enables it to write the rules for digital assets.

“We didn’t cede the internet to Europe, and we can’t afford to cede digital assets the same way. The Clarity Act allows the United States to write these rules instead of watching from the sidelines while Singapore or the UAE writes them for us,” she said.

Meanwhile, venture capitalist Marc Andreessen also stated that permanent crypto regulations are essential for the industry. At the same time, Chainlink head of policy Taylor Barr described the Clarity Act as sensible and bipartisan legislation that has taken considerable effort.

Odds of Clarity Act Passing Drops Below 20% on Polymarket

Despite multiple statements by stakeholders, the odds of the Clarity Act passing are falling. On Polymarket, the odds of passage in 2026 are now at 16%, and there is speculation that the bill will not pass.

According to the founder of The Rollup podcast, Andy C, the real chances of the clarity act passing are like 3-5%, with everyone on Capitol Hill already expecting it to fail.

Andy claimed that the conflict over the ethics provision is yet to be resolved, which could prevent any bipartisan support. He added that there are already plans to introduce smaller sector-specific crypto regulations if the Clarity Act fails.
