America’s crypto regulatory landscape is making strong progress under the Trump administration. Experts believe the White House will pass the crypto market structure bill by Q4 2024.
The arrival of the crypto bill would mean clear rules for both TradFi and crypto-native players. The development gathers steam as Bitcoin and altcoins face strong volatility before entering the crypto bull run.
Is Crypto Bill on White House Priority for Q4?
Patrick Witt is the executive director of the White House Council of Advisors on Digital Assets. He expects the crypto market structure bill to be approved before the end of 2025.
Witt’s comments came while speaking at the Korea Blockchain Week 2025’s Impact conference on Tuesday, September 23. Witt said the council is working closely with lawmakers in Congress. They’re helping navigate current rules and procedures in both the Senate and the House.
The goal is to get the crypto bill on President Donald Trump’s desk as quickly as possible. He added:
“We’re unblocking what we can, serving as a referee when there’s an impasse, weighing in where necessary respecting the process. We’re optimistic that we will finish it before the year’s end.”
The crypto market structure bill consolidates several legislative efforts currently in development. A central piece is the Republican-led CLARITY Act. The House passed it in July with bipartisan backing.
Earlier this month, Senate Republicans introduced the Responsible Financial Innovation Act of 2025. This crypto bill aims to create a regulatory framework for digital assets.
This will provide a clear oversight division between the Commodity Futures Trading Commission (CFTC) and the Securities and Exchange Commission (SEC).
Crypto Bill Could Speed Up 401 (k) Investment
The White House Crypto Council is expected to approve the Crypto Bill. This could accelerate regulated investments in crypto funds.
On September 22, U.S. lawmakers urged the US SEC to implement President Donald Trump’s executive order. This would allow cryptocurrency investments within the $12.5 trillion 401(k) retirement market.

If enforced, the measure could open retirement accounts to crypto. This may lead to massive inflows into Bitcoin and other digital assets. This would bring traditional financial institutions closer to the crypto market.
Amid the ongoing legislative efforts, Patrick Witt said the White House is actively working to create conditions. This would encourage digital asset companies to bring their operations back onshore. He added:
“The U.S. is open for business. We are moving out full speed ahead on crypto. We’re trying to bring as many of these companies back on shore as we were driven offshore by previous moves that our preceding regime put in place.”
Q4 Could Be Big for Bitcoin and Crypto
Historically, a positive close for Bitcoin in September has often been followed by gains over the next two to six months. With this, the cryptocurrency is already up 4.15% and seven days remain in the month. Analysts suggest that Q4 could be shaping up favorably for Bitcoin.

Macro investor Raoul Pal commented on the current crypto market weakness. He said it reflects lingering liquidity tightening. This is due to a stronger U.S. dollar and higher interest rates in Q4 2024.

Pal noted that these effects are nearly over, with financial conditions easing and M2 money supply trending toward new highs. He called the current downturn a routine market correction.
