The legislation took effect on January 1, 2026. Also, it is a major policy reversal for one of the world’s most isolated nations.

Turkmenistan Legalizes Crypto Mining Under New Framework

Turkmenistan ended its decades-long ban and fully legalized crypto mining. The Law on Virtual Assets marked this sweeping transition.

The legislation regulates virtual assets under civil law and permits licensed operations throughout the country.

The regulatory framework permits crypto mining operations to function under state oversight. Miners must obtain proper licensing from authorities to conduct operations legally.

The law came into force on January 1, 2026 and established Turkmenistan as a participant in global digital asset markets.

Before 2025, Turkmenistan maintained a comprehensive ban on all cryptocurrency activities. Authorities actively enforced the prohibition through raids on illegal crypto mining operations and equipment seizures targeting underground mining sites.

Citizens faced restricted internet access that prevented participation in global cryptocurrency exchanges.

The country’s previous stance served to insulate the domestic economy from speculative volatility and preserve monetary sovereignty. Strict internet controls and pervasive government surveillance kept Turkmenistan effectively isolated from global crypto markets.

The manat, Turkmenistan’s national currency, remained protected from exposure to digital asset speculation.

President Signs Legislation Establishing Licensing Scheme

The legislative process accelerated quickly throughout 2025. On November 21, 2025, the government convened a meeting. Deputy Chairman Hoyrat Geldimyradov led the session.

He outlined the technological groundwork for digital assets. He also detailed the legal and organizational framework for implementation.

The central bank received authority to oversee cryptocurrency exchange licensing under the new framework.

Exchanges must obtain approval from banking authorities before starting operations. The licensing scheme creates regulatory oversight while permitting market participation for qualified entities.

Digital currencies remain prohibited as a means of payment, currency, or security under the law.

Turkmenistan structured the regulation to permit cryptocurrency circulation for investment purposes while maintaining state control over the monetary system.

The law positions Turkmenistan to participate in global digital asset markets while maintaining rigorous state oversight.

Crypto Mining Regulations Take Effect in January 2026

The Law on Virtual Assets officially took effect on January 1, 2026. This established the operational framework for crypto mining and trading activities.

The implementation timeline gave operators several weeks to prepare for compliance after the November 28 signing. Turkmenistan joins other Central Asian nations in developing regulatory frameworks for digital assets.

Kyrgyzstan, another former Soviet Central Asian republic, has launched a national stablecoin in partnership with cryptocurrency exchange Binance. Turkmenistan possesses the world’s fourth-largest natural gas reserves, providing abundant energy resources for crypto mining operations.

Turkmenistan, a desert nation of seven million, depends on natural gas exports to sustain its economy. China stands as the primary buyer of Turkmen gas.

The country is working on a pipeline to supply gas to Afghanistan, Pakistan, and India. The energy infrastructure positions Turkmenistan to support energy-intensive crypto mining activities using domestic resources.

Economic Diversification Drives Crypto Adoption

Turkmenistan has taken steps to digitalize government functions and its economy throughout 2025. In April, the country adopted a law introducing electronic visas aimed at simplifying entry for foreigners.

The country declared itself officially neutral in 1995 under its first president, Saparmurat Niyazov. The first president tightly controlled politics and pursued isolationism. He relied on natural gas exports to drive the economy until he died in 2006.

In December, President Berdimuhamedov hinted at possible political reforms. He prepared for meetings with Vladimir Putin. He also planned talks with Recep Tayyip Erdogan. He scheduled discussions with Masoud Pezeshkian.
