- Arkham identifies the UAE as the 4th largest government Bitcoin holder.
- The mining facility on Al Reem Island operates through a royal family ownership structure.
Arkham reports that the UAE holds $700 Million in Bitcoin purchased through government-backed mining operations rather than asset seizures.
UAE ranks as the fourth-largest government Bitcoin holder on Arkham‘s platform. With this, approximately 6,300 BTC remain from 9,300 mined.
UAE Accumulates Bitcoin Through Mining Operations
The UAE holds approximately $740 Million in Bitcoin. This makes it the fourth-largest government holder, as per Arkham. Unlike the US and the UK, the UAE’s holdings are entirely derived from mining activities.
This obtained Bitcoin through police asset seizures. Citadel Mining has successfully mined approximately 9,300 BTC since operations began, with at least 6,300 BTC currently held.

The mining approach differs from other countries’ traditional government Bitcoin acquisition methods. The United States maintains $22.8 Billion in Bitcoin, primarily from criminal seizures. This includes 94,643 BTC from the Bitfinex hack recovery and 69,370 BTC from the Silk Road marketplace.
China previously held 190,000 BTC from PlusToken seizures but likely sold the entire stash between 2019 and 2020. The United Kingdom holds $7.05 billion through criminal asset seizures. Also, Ukraine maintains 46,351 BTC from public official declarations.

Bhutan operates government-owned mining using renewable hydroelectric energy with 11,286 BTC accumulated since 2019.
The mining strategy of the UAE positions the country among government Bitcoin holders through active accumulation rather than passive seizure. The approach goes hand in hand with the country’s blockchain and digital currency initiatives launched since 2018.
Royal Family Ownership Structure Controls Bitcoin Mining
The UAE’s Bitcoin mining operations operate through an ownership structure connected to Abu Dhabi’s royal family. Citadel Mining is 85% owned by 2pointzero and maintains 100% ownership by the IHC conglomerate.
IHC itself is approximately 61% owned by the UAE Royal Group. This has created direct royal family control over mining activities.
The UAE Royal Group eventually runs the mining activities. It is owned by Sheikh Tahnoon bin Zayed Al Nahyan of Abu Dhabi’s royal family.
Phoenix Group is a public mining firm based in the United Arab Emirates. According to Arkham labeling, it holds $3.2 Million worth of Bitcoin.
The company works with IHC and the UAE government to expand mining capacity throughout the region.
The ownership arrangement allows the UAE to accumulate Bitcoin through private sector expertise. It also ensures alignment with national digital currency and blockchain initiatives launched since 2018.
Al Reem Island Facility Construction Verified Through Analysis
In 2022, Citadel Mining built an 80,000-square-meter Bitcoin mining complex in Abu Dhabi’s Al Reem Island. The massive facility was completed in six months through collaboration between Phoenix Group, IHC, and the UAE government.
This construction timeline is one of the cryptocurrency industry’s fastest large-scale mining facility developments.

Arkham used time-lapse satellite imagery analysis to validate the facility development timeframe. According to satellite data, mining operations started soon after construction was finished in late 2022.
The amounts in official corporate records are consistent with the on-chain transaction analysis between Phoenix Group and Citadel Mining. The correlation between satellite imagery, transaction data, and official reports proves UAE mining activities.
Benefits of the Al Reem Island site include easy access to energy infrastructure and government monitoring. The facility size shows substantial mining capacity that generates millions in Bitcoin value annually.
